			<content:encoded><![CDATA[<p>Manitoba Hydro is continuing to operate its Lake Winnipeg Regulation (LWR) works in order to maintain maximum outflows from the lake. The LWR works include additional outlet channels at the north end of Lake Winnipeg as well as the Jenpeg Generating Station and control structure. This allows up to 50 percent more water to flow out of the lake under flood conditions as compared to pre-regulation.</p>
<p>&#8220;We have been continuously operating the Jenpeg control structure at maximum outflow since July 2010 in response to high inflows into the lake,&#8221; said Bob Brennan, Manitoba Hydro&#8217;s President and CEO. &#8220;Manitoba Hydro will maintain maximum possible discharge until the level of Lake Winnipeg is below 715 feet above sea level and the threat of flooding has passed. Flooding of communities along the waterways downstream of the lake is also a concern.</p>
<p>Southern floodwaters have arrived in the Nelson River. Communities downstream of Lake Winnipeg, including Norway House, Cross Lake, Split Lake, York Landing and Gillam are experiencing high flows and elevated water levels. Water levels are at their peak and, with normal rainfall, are expected to remain high for the duration of the summer.</p>
<p>The elevation of Lake Winnipeg last Aug.10 was 716.8 feet. Inflows into the lake were twice the average for the spring period.</p>
<p>Manitoba Hydro is licensed by the Province of Manitoba to operate LWR for power production purposes when the lake is between 711 and 715 feet above sea level. When the lake reaches 715 feet, it must operate its facilities to maximize the discharge from the lake. When the level falls below 711 feet, control of Lake Winnipeg outflow is under the direction of the Minister of Water Stewardship.</p>
<p>&#8220;The whole point of the Lake Winnipeg Regulation project was to help minimize flooding around Lake Winnipeg and improve outflows for better hydro production at plants downstream,&#8221; said Wes Penner, Manitoba Hydro&#8217;s manager of Hydraulic Operations. &#8220;The benefit of LWR is that water levels do not stay as high for nearly as long and are lower than they would be in a state of nature during flood events.&#8221;</p>
<p>Lake Winnipeg continues to vary within its natural pre-regulation range year-round but without the extreme highs and lows experienced before LWR. Federal government records show:</p>
<ul>
<li>For the period 1913 to 1976, Lake Winnipeg&#8217;s average water level was 713.4 feet.</li>
<li>Since 1976, when Manitoba Hydro began regulating outflows from the lake, the average level is 713.5 feet.</li>
</ul>
<p>Historical records show that the daily average water levels after 1976 are just over an inch different than the daily average levels prior to regulation, including the fall months.</p>
<p>The deeper channels built for LWR were designed to overcome freezing and blocking, enabling Manitoba Hydro to discharge more water through the winter (for electricity production) than would have been possible for the same starting levels without LWR. This additional discharge capacity is also used during the rest of the year to reduce the frequency and magnitude of flooding on Lake Winnipeg.</p>

			<content:encoded><![CDATA[<p>In Manitoba &#8211; there are still large areas by the Manitoba lakes &#8211; with areas of frigid temperature and lots and lots of snow and ice.  Its still ice fishing weather out there &#8211; that is until a real spring thaw thaws out that winter ice till the ice is not safe to travel on.  As an ice fisherman you should be long gone before that time period.  It never hurts to play it safe and pay your bills prudently , reports experienced Lake Manitoba fishing and hunting outfitter Jadran Transcona.</p>
<p>It may be spring thaw in the city of Winnipeg Canada and yet be frigid conditions still &#8211; winter time &#8211; alongside and in the lake areas of Manitoba &#8211; be it Lake Winnipeg , Lake Manitoba , the narrows or other of the well known ice fishing spots in the province of Manitoba.</p>
<p>To this end caution still comes into play .  Warm , moist air and freezing rain can cause a buildup of frost and ice on overhead Manitoba hydro power lines.  If the ice continues to build , hydro poles can break resulting in downed power lines and power outages &#8211; be it in Ashern , the lake manitoba narrows regions or elsewhere.</p>
<p>What can you do .  Manitoba hydro advises first of all to be on the lookout for ice buildup and if so report it by phone or email.  Stay clear of low or sagging power lines , do not travel under or near one, as it can be most dangerous.   In addition try to avoid travelling near crews that are in the process of clearing ice laden power lines.   Lastly never attempt to repair damaged power lines or remove tree limbs from power lines &#8211; no matter how experienced you think that you are &#8211; advises Transcona. .</p>

<p>First of all it is more than essential to &nbsp; wear cold weather appropriate clothing like gloves, heavy coat and snow boots.
</p>
<p>If heavy equipment or even snowmobiles , snowplows , ski-doos or even standard snow blowers are used it is always best to err on the side of caution and concern and wear earplugs or protective headphones to reduce risk from equipment noise. Equipment such as chain saws, backhoes and snow blowers may cause ringing in the ears and subsequent hearing damage.

</p>
<p>Carbon monoxide is an odorless, colorless gas that is poisonous to breathe. During snow cleanup, operate all gasoline-powered devices such as generators outdoors and never bring them indoors. This will help to ensure your safety from carbon monoxide poisoning.
</p>
<p>Prevent Muscle and Bone Injury
</p>
<p>Special attention is needed to avoid back injuries associated with manual lifting and handling of debris and shoveling snow.
</p>
<p>To help prevent muscle and bone injury:
</p>
<p>* Use teams of two or more to move bulky objects.
</p>
<p>* Avoid lifting any material that weighs more than 50 pounds.
</p>
<p>* Use proper automated-assist lifting devices.
</p>
<p>* Use caution or seek professional assistance when removing fallen trees, cleaning up debris or using equipment, such as chain saws.
</p>
<p>* Wear eye goggles while removing or cleaning up debris to prevent eye injuries.

<p>Candle Safety
</p>
<p>* Use a flashlight instead of a candle whenever possible.
</p>
<p>* Extinguish all candles when leaving the room or going to sleep.
</p>
<p>* Keep candles away from items that can catch fire such as clothing, books, curtains, or flammable liquids.
</p>
<p>* Use candle holders that are sturdy, won’t tip over easily and are made from a material that can’t burn.
</p>
<p>* Keep candles out of reach of children.
</p>
<p>* Try to avoid carrying a lit candle.
</p>
<p>* Never use a candle for a light when checking pilot lights or fueling equipment.
</p>
<p>Reduce Risk of Heat Exhaustion and Cold Temperature Injuries
</p>
<p>While cleaning up after the snow storm, you are at risk for developing health problems from working in cold environments.
</p>
<p>* Wear rubber boots.
</p>
<p>* Ensure that clothing and boots have adequate insulation.
</p>
<p>* Take frequent breaks out of the water.
</p>
<p>* Change into dry clothing when possible.
</p>
<p>Food Safety Precautions
</p>
